I'm really not sure what Google is objecting to at this point, however to play it safe, I'd recommend that you do the following things:
1. Rebuild your app right now using the most recent release of Andromo (v3.2.8/248) if you have not already done this. You can check the version from the About dialog. This version is the most current and up-to-date release that complies in every way that we are aware of with the constantly changing Google Play policies. Use this version so you're all on the same page.
2. I would enable the 'Show License Agreement' screen on the App Info tab. We added that several months ago in response to 'recommended' practices from Google. If you don't have any text of your own yet, the following resources make it easy to simply read & edit as you go, and download a completed notice:
https://www.docracy.com/6516/mobile-privacy-policy-ad-sponsored-apps
https://www.docracy.com/7025/larva-labs-mobile-privacy-policy
3. Update your app in Google Play.
4. Add a Privacy Policy to your app on Google Play.

Here is a useful link. You adapt the documents to your own details: They would like you to register but it is free. There are several legal documents to choose from.

I suggest you head your document with this wording to cover all devices:

(AD-SPONSORED APPS
& NON AD-SPONSORED APPS
PRIVACY POLICY MODEL
FOR MOBILE APPLICATIONS

The problem is for sure the GET_ACCOUNTS.
Only apps, that had this permission at some point (even if they have been updated meanwhile), received the warning.
I have one paid app that has no ads, no analytics only one single HTML archive (an ebook) and I got the email for this one too.
And this specific app had the "GET ACCOUNTS" for 3 days on an earlier Version back in October.
The question is, how to fix it. Since only updating the app wont solve the problem.

They confirm what I think

"First trigger i think is :
<uses-permission android:name="android.permission.GET_ACCOUNTS" />
But maybe some triggers inside the classes. Maybe some keywords or something"

If you have received a notice from Google Play that your app is in violation of Google Play policy, we believe that the common issue is apps that were built with Andromo v3.2.5 (October 17, 2013), v3.2.6 and possibly v3.2.7. These apps included the GET_ACCOUNTS permission in their manifest and incorporated an anonymous data analysis SDK from eDealya/Appayable, which is funded by the globally recognized Nielsen Company (you know them from their TV ratings stats etc, are traded on the NYSE with a market cap of 15.85 billion).
Update from Appayable just minutes ago: "It has come to our attention that a large number of Android Developers have received notices over the past 24 hours from Google. These warnings refer to section 4.3 of the Developer Distribution Agreement. While a number of developers whom have received this notice are part of our community, similar notices have been delivered over the past day to developers without the Appayable SDK. We are investigating this matter and speaking with Google to clarify if the issue resides with our SDK."
To be very clear, v3.2.8 removed all trace of this anonymous data collection from apps (as would v3.2.7 with the 'Anonymous data collection' option turned off).
What to do right now:
1.
Don't panic. You have 7 days to deal with this. Andromo apps are fully Google Play compliant, but there is a 'bot' out there that is flagging anything that ever had the 'GET_ACCOUNTS' issue. This was fixed in v3.2.8 on November 5, 2013.
2.
Rebuild your app right now using the most recent release of Andromo (v3.2.8/248). You can check the version from the About dialog. This version is the most current and up-to-date release that complies in every way that we are aware of with the constantly changing Google Play policies.
3.
Make sure there is nothing else in your app that violates Google's terms.
4.
Upload this new version of your app to Google Play.Make sure you upload the correct file — it must be built with v3.2.8.
5. (Optional but recommended) I would enable the 'Show License Agreement' screen on the App Info tab. We added that several months ago in response to 'recommended' practices from Google. Technically Google wants you to disclose that your app has advertising in it, if you use the GPS (ie Maps, Amazon ads) etc. Err on the safe side. If you don't have any text of your own yet, the following resources make it easy to simply read & edit as you go, and download a completed notice:
https://www.docracy.com/6516/mobile-privacy-policy-ad-sponsored-apps
https://www.docracy.com/7025/larva-labs-mobile-privacy-policy
6. (Optional but recommended) Add a Privacy Policy to your app on Google Play.
https://support.google.com/googleplay/android-developer/answer/2519872?hl=en&ref_topic=2364761
7.
(VERY IMPORTANT) Contact google and tell them you have updated the app to be fully compliant.Reply to their email (googleplay-developer-support@google.com) and also open a support ticket with Google Play (
https://support.google.com/googleplay/android-developer/contact/appappeals
) and tell them that you have updated/replaced your app in Google Play and that it is 100% compliant. Identify your app by package name along with your developer account information.
Note: (Optional) You may want to consider 'Unpublishing' your old app on Google Play. While Google is saying you can bring your app into compliance within 7 days, there is evidence that they don't always follow that process. Unfortunately, very little is known about Google's enforcement procedures, so we don't know for 100% certain if unpublishing your app is the best route for you to take. However, if you do choose to unpublish your app, make sure you upload a new version built with v3.2.8 first. You want to make sure that the newest version of the app with the package name that Google flagged is no longer non-compliant.
I know this sucks. I am very sorry that this happened. We'll do our best to make it right and update you further as we learn more.
Sincerely,
Colin Adams, President

GET ACCOUNTS
is the culprit of this problem. We need to learn from
PingJam
experience – rebuilding apps is
useless
. It was then, why should be any different now?
Taking down apps and re-publishing them is exactly the same as loosing the account. This has no difference for me. It took over 6 months of promotions and updating to get 150.000+ downloads. Re-uploading equals starting from scratch. This is
not
an option for somewhat established publishers.
7 days will fly by – we can't take this in a relaxed state. In my opinion, the only solution is, that Andromo (or all of us, who were affected), write collectively to Google. If everyone sends a separate case, we will
flood
them.
Mark these words – WE WILL GET BANNED
, if we don't sort this out in person with Google. Remember PingJam? – See more at: http://forums.andromo.com/discussion/830/violation-of-google-play/p3#sthash.2PAh4RyI.dpuf

Why was this thing in andromo in the first place? it sounds like data mining, who was benefiting from this? because I don't see where we were benefiting from this?- See more at: http://forums.andromo.com/discussion/830/violation-of-google-play/p3#sthash.2PAh4RyI.dpuf
I would like to mention that my app actually had the "include end-user license agreement" active and still got the same Email. So don't think adding this to your app will help you out of trouble..

android-developer-support@google.com is looking like a black hole from which no one ever gets a real response
i lost my money at the market account too….what will happen with our money at my account ???
and what about the customers ? they paid for my apps…and now they cannot download updates..they cannot download the apps too…
MANY PEOPLE HAD THIS PROBLEM:
i never got any response, nobody wants to talk or explain anything, the android market is very rude to their developer … i had never saw a bad service like this (anywhere)…
I was banned because I used keywords in my descriptions

We are doing everything we can on our end. We'll update you as soon as we learn anything. As for whether or not you should unpublish your apps and upload new apps, that's not what Google said in the email you received. They told you to fix the issue and update your app in Google Play. However, as was the case with Pingjam, Google didn't honor that. Hopefully they will in this case – which is why it is imperative that you at least update your apps and reply to the email(s) they sent you.

Re: GET_ACCOUNTS – This likely isn't the problem – as Mark mentioned that permission is used by tons of apps – Google needs it for GCM for example. We think it is the Appayable SDK which was removed entirely in v3.2.8. What is likely happening is an automated bot looking for that SDK in apps.- See more at: http://forums.andromo.com/discussion/830/violation-of-google-play/p3#sthash.2PAh4RyI.dpuf

@lookzor – It helped subsidize the cost of running Andromo, thereby keeping subscription costs down. It also allowed advertisers to target their ads more effectively, thereby paying higher rates for ads in your apps.- See more at: http://forums.andromo.com/discussion/830/violation-of-google-play/p3#sthash.2PAh4RyI.dpuf

eems a good way for Google to get out of paying millions of dollars and getting rid of developers it doesn't want i.e. those who use platforms such as andromo. – See more at: http://forums.andromo.com/discussion/830/violation-of-google-play/p3#sthash.2PAh4RyI.dpuf
